近期美國聯準會主席葉倫於國會作證，表示美國經濟很快就會適合升息，美國經濟已接近就業及物價穩定目標，由數據顯示薪資提升速度加快，同時經濟成長趨勢已由年初之和緩速度改變為目前加速發展，將達到Fed 2％之通膨目標，因此市場依此預期Fed升息機率大增，同步刺激美元指數上漲。

若美國市場利率回升，相對於擁有高比例美元計價固定收益資產的台灣壽險業，實際影響會是如何呢？就仍處於寬鬆貨幣的台灣經濟環境而言，當主管機關調降壽險新契約責任準備金利率時，面對保費可能調漲與投資環境變化，勢必將影響壽險業財務與業務的未來表現。

是短多長空或是短空長多呢？先以壽險業投資前景分析，雖然利率回升，相對造成美債市場價格下跌，畢竟壽險公司持有美債並非以交易為主要目的，多半歸類為備供出售、無活絡市場或是持有至到期，因此短期價格下跌的利空影響有限，長期而言，則會因為利率回升，帶動壽險業投資收益的提升。

以壽險公司的資產負債表而言，資產主要用於因應未來保險契約的給付與提供股東合理的風險溢酬，業主權益（或淨值）則為資產減除負債後的股東價值，負債涵蓋財務負債與保險負債，因為壽險業對外發債主要為充實資本的次順位債，佔比尚不高，多為保費所累積的責任準備金，性質類似保險人向保單持有人發行債券籌資。保險人收到保費後，應於資本市場中搭配符合負債結構的投資標的，保單預定利率構成保險人的資金成本，因此，壽險公司必須仰賴審慎的投資決策，於資本市場中選取收益率高於資金成本的易變現標的。

如何評估利率對於壽險公司價值的影響呢？可透過公司帳面資產與負債價值對於市場利率的變化，若簡化以存續期間（Macaulay Duration）估算殖利率變化對固定收益證券價格的變動，以十年期的零息債券為例，存續期間為10年。基於提存負債準備金特性類似發行固定收益的債券，同時資產具有因應負債給付的義務，壽險公司的資產中應持有高比例存續期間與保單年限吻合的債券組合。

礙於台幣固定收益市場規模，台灣壽險業的保險契約期間普遍都較債券到期日為長，如果壽險公司持有固定收益資產的存續期間為15年，負債存續期間為30年，則淨值存續期間為15-30= -15年，若資產負債皆以市場價值?量，當市場利率提升時，因負債下降程度超過資產，會造成公司淨值增加，升息對於公司產生正面影響。反之，如果持有的負債存續期間小於資產存續期間時，因負債下降程度小於資產，公司淨值將減少，升息對公司產生負面影響。

由市場觀察，台灣壽險業的資產組合中，佔有顯著規模的美元計價債券，呈現資產存續期間小於負債存續期間，當美國利率升息帶動美元增值時，壽險公司持有未避險的美元資產將產生匯率收益，長期而言，市場經營前景呈現樂觀正面。也須留意，所持有債券於IFRS 9須滿足現金流量完全為支付本金及利息（Solely Payments of Principal and Interest, SPPI），若可贖回債券（或有資本債券，Contingent Convertible Bonds, 稱CoCo Bonds）無法通過SPPI，需考量以市值評價的影響。

由於現階段壽險公司的負債未反應（市場）公允價值，對於即將調降壽險新契約責任準備金利率的監理政策而言，就有點耐人尋味了，以1970年代美國學術界所討論的「管制俘虜理論」（regulatory capture theory）為鑑，監理機關與受監理者應維持符合社會規範的互動關係，才能落實保護消費者的權益。因此，面對美元利率回升與壽險保費調漲可能時，勢必也應思考如何公平合理地將經營成果分配至所有利益關係人。
